Russian officials plan to build a lavish gambling resort in the snowy Altai Republic, according to BusinessWeek magazine. The idea is to create jobs and stimulate new businesses. Officials are budgeting $1 billion for more than a dozen casinos and palatial hotels for up to 3,000 visitors.
