RENEE MONTAGNE, HOST:
Good morning. I'm Renee Montagne.
STEVE INSKEEP, HOST:

MONTAGNE: And good thing, because if the first nationwide test yesterday of the Emergency Alert System had been a real alert, some Americans would not have known there was an emergency. Others had their programming switched to QVC, the home shopping channel. It's MORNING EDITION.
