There is no legal deadline for President Obama to act on the Keystone XL pipeline, but there may be a political one: the southern part of the pipeline is operational and the 2014 midterm elections loom. Things haven't changed much since 2011, when Nick Anderson was bewildered by competing arguments over importing crude from Canadian oil sands, while Steve Sack thinks transporting oil by train presents its own risks.
