The Pentagon says North Korea has successfully launched its second intercontinental ballistic missile. North Korea expert Melissa Hanham discusses the implications with NPR's Robert Siegel. Hanham is a senior research associate with the East Asia Nonproliferation Program of the Middlebury Institute of International Studies at Monterey.
