She can make that offer because she sees far enough into the future to realize that, at this rate, neither of them will reach the required delegate count. She has the interests of the party in mind and doesn't want to waste 3 months on in-fighting while McCain gathers cash and notes each attach for his attack ads once a choice is made.
She truly believes in the fundamentals of "reverse psychology". The question is....will it work or will it cost HER the vice presidency!
Bob, the Clinton-is-a-stateswoman explanation is only plausible if you ignore everything else she's ever done. She's completely strategic, which is fine--many politicians are strategic--but that's why not every politician is a stateswoman/-man.
She's so outclassed by her opponents in this race: Edwards, for instance, or Biden, who accepted his fate with grace, and--in my opinion--Obama. She's the Romney of the Democrats. She won't do what's good for the country unless/until she loses.
