Cloud and Unclear

My Japanese is rusty. Can somebody tell me what is going on here? I'm also interested in your wild theories.

It's a tour of new farming ideas. Japan is small, not a lot of land for farming, so they've decided to cultivate the skies with new hydroponic agriculture. They can grow amazing veggies in clouds these days. Honestly, the technology is crazy!

Well, I'm bad at understanding spoken Japanese but I'm pretty sure that "in 35 years as a pilot, this is the first he's seen this kind of cloud." Yeah, I can only read it and it's probably shoddy at that. I think I also heard that the particular kind of cloud formation is unusual and that it's 300 meters high (above the sea I think)?
