I enjoy listening to the BPP online a lot, but I've noticed a somwhat annoying pattern. A host will announce an upcoming story as coming up "next," but the announced story doesn't immediately follow. Instead, what follows is "The Ramble" or "The Most." I like these features a great deal (they got me started listening to the show), but wouldn't it make more sense, and be fairer to listeners, to say what is actually coming up next?

That's just something that all news sources do to keep an audience. It's like having tomorrow's weather at the beginning of a news cast but the extended forecast much later in the program. I work at a high school speech club with kids who do radio news casting for competition. Those kinds of transitions are something we tell them to incorporate and keep in mind what people tune in for and keep those things at certain parts of the broadcast.
