House Speaker Thomas P. "Tip" O'Neill in 1991.
Rep. John Spratt, a South Carolina Democrat, had something of an exit interview with NPR's Guy Raz on All Things Considered.
Spratt, a 14-term congressman who lost his re-election bid, recalled that when he arrived in the House in 1982, Republicans had made another Democratic speaker the poster boy for liberal excess.
"When I first came here, they were demonizing Tip O'Neill. So in that sense, it hasn't changed greatly. It's gotten a little more intense. And the lack of comity in the House is a problem for sure."
