... John Foster Dulles. A Republican lawyer, Dulles was named by Gov. Thomas Dewey (R) in July 1949 to fill the seat left vacant by Sen. Robert F. Wagner Sr., a Democrat. But Dulles didn't hold the seat for long; he ran in a November 1949 special election and lost to Democratic former Gov. Herbert Lehman. Dulles went on to become President Eisenhower's first secretary of state, serving until his resignation on April 22, 1959, because of health reasons. A month later Dulles was dead.
