One of the top stories of the day, as we said earlier, is the unveiling of the Obama administration's new health care overhaul measure. The president is talking about it right now at the White House (there's a live webcast here).

NPR's Scott Horsley says administration officials view the proposal as something of an "opening bid" before Thursday's so-called summit of Democratic and Republican leaders at the White House. And while they say they're still "prepared to incorporate Republican ideas," Scott reports, administration officials also believe the plan is "crafted to allow maximum flexibility for an up or down vote" — meaning they might try to take advantage of the Democratic majorities in Congress and get it passed even if Republicans balk:
