    Harris's Chances Look Better In Rematch

    Andy Harris, a state senator, defeated incumbent Republican Wayne Gilchrest in a contentious 2008 primary, and the lingering bitterness, added to the anti-GOP mood, helped elect Frank Kratovil that year in one of the closest races in the nation. Harris is back for a rematch and is trying to paint Kratovil as a clone of Speaker Nancy Pelosi. But the Democrat insists he's independent, pointing to his votes against the health care bill and the 2010 budget resolution. John McCain carried the district by 19 points two years ago.
