Amazon has announced it's to open a new distribution center in North Haven. The $255 million investment will eventually create 18,000 jobs. The Internet retailer currently has a fulfillment center in Windsor and a sorting center in Wallingford. The state of Connecticut has cut a deal with Amazon through the First Five program, offering up to $25 million in tax credits. FOIA Fine for Wade The Freedom of Information Commission may fine the state's Insurance Commissioner for withholding public records relating to the Aetna and Humana merger case. A hearing officer has recommended a civil fine of $1,000 be levied against Katharine Wade. He found that she failed to prove the documents were properly exempt from disclosure. Wade gave her assent to the Aetna Humana tie up in January 2015 without disclosing documents or holding a public hearing. The merger was later stopped in a court case brought by federal regulators. Eversource To Buy Water Supplier Aquarion

Connecticut's biggest electric utility is to acquire one of its biggest water suppliers. Eversource has announced a deal to buy Aquarion in a $1.68 billion tie up. Aquarion's current owners, lead by an infrastructure investment company, had been looking for a sale; while Eversource owns both gas and electric assets over three states, this marks its first acquisition of a water utility.

Connecticut State Senate OKs Deficit Mitigation Bill

The Connecticut Senate has passed a bill that would close the state's fiscal deficit for this year. The unanimously approved measure plugs a $317 million hole, mostly by drawing on the state's rainy day fund. The Senate decided to reject plans by Governor Dannel Malloy to make cuts to state parks and hospitals, or claw back funds from towns. The House must now debate the bill.
