Secretary of the Navy Gordon England spoke to the National Press Club about the Navy's global operations, in particular the Marines' goals in Iraq. England said in his speech that transferring security oversight to local Iraqi forces will reduce "havoc" as the June 30 handover approaches. "Marines are intensely training and supporting the Iraqi security forces and will be there to support them after June 30," England said.

Before heading the Navy Department, England was the first deputy secretary of the Department of Homeland Security.
