Alphonso Jackson, Secretary of Housing and Urban Development, outlined the Bush administration's plan to help working families afford housing. Jackson previously served as HUD's deputy secretary and chief operating officer. Before joining the administration he headed American Electric Power-Texas, a utility company in Austin.
