Hector Barreto, Administrator of the Small Business Association, told the
National Press Club that small businesses should be able to band together
and negotiate better health-insurance policies.
"More than half of the uninsured in this country are small business
employees and their families," Barreto said. "The president wants small
businesses to have the same bargaining power that large companies do."
