Peace Corps Director Gaddi Vasquez told the National Press Club that the agency has instituted major reforms to insure the safety of its volunteers worried about terrorism. "It's substantial, it's significant," he said of the tighter security arrangements. "We have systems and programs in place and encourage the volunteers to put into practice conduct, behavior, and personal habits where they work, to ensure that they achieve a safe and secure experience. "
