Last week, Rand Paul, Kentucky's Republican Senate nominee, caused a stir with comments about the 1964 Civil Rights Act. Paul initially suggested the federal government has no right to impose discrimination guidelines on private businesses. He later amended his comments, clarifying his personal opposition to institutional racism and all forms of discrimination.
