NPR''s Steve Inskeep reports on the race in Kentucky''s 4th Congressional district, where the Jim Bunning, a Republican is stepping down after 16 years. Although conservative and running in a conservative district, the Republican running for Bunning''s seat, Jay Williams, is behind the more liberal Democrat in the polls.
