NPR's Andy Bowers reports from Washington on how members of the House are reacting as they read Independent Counsel Kenneth Starr's report to Congress. Many representatives are back in their home districts, campaigning for re-election, and hearing first-hand from constituents on how they feel about the the House's decision to make public Starr's report, which contains explicit sexual descriptions.
