Can Starr Indict?

The New York Times reports today that Independent Counsel Kenneth Starr has decided that he has the authority to indict President Clinton on criminal charges while he''s still in office. Jacki talks to former Deputy Assistant Attorney General and former Iran-Contra Special Prosecutor Stephen Saltzberg about the ramifications that such a move might have.
