Cohen Speaks

NPR's Martha Raddatz reports on the standoff with Iraq. Russian President Boris Yeltsin is sending a special envoy to Baghdad to try to negotiate a settlement between Iraq and the U.S. and its allies. U.S. officials say there hasn't been any decision yet on using military force against Iraq, but diplomatic options are running out.
