A Tough Act to Follow

NPR''s Larry Abramson reports on the third anniversary of the Telecommunications Act. The law was supposed to open up competition in one of the country''s most regulated industries while bringing advanced technology to consumers. Instead, the act has created a confusing web of new regulations for communications companies.
