NPR''s White House Correspondent Mara Liasson reports on President Clinton''s delivery of his State of the Union address last night. Hours after the president''s lawyers argued his defense against impeachment, President Clinton appealed to Congress for a spirit of bipartisanship as he laid out plans for the rest of his term.
