Tentative Tobacco Settlement

Host Bob Edwards talks to NPR's Debbie Elliott about the 206 billion dollar tentative settlement that attorneys general from several states have reached with tobacco companies. They discuss the differences between this new agreement, which was announced yesterday, and the one in June of 1997, which Congress failed to approve.
