Confusion Abounds Over Campaign Ads

NPR's Peter Overby reports that the Federal Election Commission is having trouble interpreting whether the Clinton re-election committee violated finance laws during the 1996 presidential campaign. At an FEC hearing yesterday, commissioners expressed confusion over the definition of what is and what is not a campaign ad. That's of little help to Attorney General Reno, who has until Monday to decide whether to recommend that an independent counsel be appointed to investigate allegations against the Clinton campaign.
