How To Deal With Starr's Report

NPR's Brian Naylor reports on the main topic of discussion, as the House of Representatives returns from summer recess: how to deal with the report from Independent Counsel Kenneth Starr on his investigation into President Clinton's relationship with former White House intern, Monica Lewinsky. Starr's report is expected to arrive soon and may present Constitutional questions. It already is posing procedural problems, which House leaders are trying to resolve.
