Russia's Duma Considers Reforms

NPR's Mike Shuster reports that the lower house of the Russian parliament—the Duma—is evaluating tax and spending reforms proposed by President Boris Yeltsin's administration. Approval of the reforms is necessary for the International Monetary Fund and World Bank loan packages to be granted.
