NPR's Sylvia Poggioli reports that a final draft of a treaty creating an International Criminal Court leaves out many US demands. The US is opposed to the creation of an independant prosecutor and also hoped to insert a stipulation that would exempt US citizens and soldiers from the court's jurisdiction.
