Tougher Enforcement Of Gun Laws

— NPR's Eric Westervelt reports from Philadelphia on Mayor Ed Rendell's decision to make the city a testing ground for the National Rifle Association position that tougher enforcement of existing federal gun laws, not NEW gun laws, is the best way to reduce urban gun violence.
