—NPR's Debbie Elliott reports on a new study in Florida, which finds that placing strict time limits on welfare benefits does not necessarily mean that people will move off the welfare roles any sooner. The study was based on a group of welfare recipients in Pensacola, who were provided with extra help that was intended to get them off public assistance within two years.
