— NPR's Nina Totenberg reports on the continuing negotiations between White House lawyers and Whitewater investigators about the circumstances under which President Clinton would testify if subpoenaed in the Monica Lewinsky matter. Past Presidents have given videotaped testimony in trials when demanded by the defense... but presidential testimony for a grand jury has only occurred through negotiation.
