Restoring Welfare For Legal Immigrants

— NPR's Rachel Gotbaum reports on the effect of Congress' decision last year to cut welfare for legal immigrants. The decision most impacted California, where 40 percent of the nation's legal immigrants live. Congress is currently examining a new proposal put forward by President Clinton to restore funding for food stamp programs.
