—NPR's Phillip Davis reports from Mexico City where opposition figure Cuauhtemoc Cardenas [kwa-TAY-mah, KAR-den-uhs] is sworn in as mayor today — the first person to be elected to that office in 70 years. He will take on the burden of Mexico City's many problems... crime, corruption, unemployment and pollution.
