Campaign Finance Reform Manuevering

— NPR's Elizabeth Arnold reports on manuevering in the Senate over campaign finance reform. Supporters have all but given up hope that their reform bill will come to a vote this year. They're now blocking other legislation in an effort to get a promise from Senate Majority Leader Trent Lott that he'll schedule a vote in the New Year. Even if that happens and the measure is approved, any changes in campaign finance laws would be unlikely to take effect until 1999 for the 2000 election.
