— NPR's John Ydstie reports that White House and Congressional tax cut plans both center on capital gains tax cuts, the $500 per child credit and education credits. Benefits would come mostly to wealthy people with a lot of income from stock sales and to families. The two sets of cuts do not differ very much at low to middle income levels, but wealthier Americans get increased breaks from the Congressional plan.
