Audio for this story from Morning Edition is not available.

— Host Joe Palca talks with NPR's Elizabeth Arnold about the budget deal struck last night. Both the White House and Congressional leaders made concessions on tax cuts: Republicans got reductions in capital gains and inheritance taxes, and the President ensured that the $500-per-child tax credit will be applied to low-income families. Congress expects to pass the bill before they leave for recess on Friday.
