— NPR's Jennifer Ludden reports that three months ofter the fall of dictator Mobutu Sese Seko, the Congo regime of his replacement, Laurent Kabila, is full of contradictions. He is hard-working and enthusiastic, and promises to clean up government and hold elections. But opponents claim his police are inept and brutal and some think he is just another strongman, not much better than Mobutu.
