NPR's Cheryl Corley reports on the Federal Trade Commission ruling that charges R-J Reynolds Tobacco with illegally directing its Joe Camel advertising campaign at children and adolescents. The F-T-C ruling could jeopardize the settlement negotiations between tobacco companies, public health advocates, and the attorneys general of the states that are suing the cigarette manufacturers.
