Obstacles To Tobacco Settlement

— N-P-R's Debbie Elliott reports that two major items prevent an agreement in the tobacco settlment negotiations. The state attorneys general cannot agree on whether to allow the tobacco companies immunity from punitive damages, and they insist on increased F-D-A regulation of cigarette ingredients. If talks are still inconclusive at the end of this week, the states say, they will go ahead with their lawsuits.
