Grants For Children In Poverty

N-P-R's Vicky Que (kway) reports that the Clinton Administration will support block grants to states for insuring poor children. Originally, the White House wanted to pay for a Medicaid expansion with the sixteen billion dollars budgeted for such insurance. Now they endorse giving the money directly to states, with a set of guidelines to ensure that states use the money properly.
