N-P-R's Elizabeth Arnold reports that yesterday the Senate Judiciary Committee began a preliminary briefing on the tobacco settlment. During the contentious hearing senators questioned whether the deal gave up too much F-D-A power and suggested that tobacco executives had lied under oath when they claimed nicotine is not addictive.
