about Secretary of State Madeline Albright's announcement that she will go to Hong Kong for the its transfer from British to Chinese rule. She was invited by the Chinese authorities, but the U.S. position on Hong Kong — that it should be allowed to keep its free market economy and democratic government — may be at odds with Beijing's plans.
