Balancing The Budget

—- NPR's Brian Naylor reports that the Clinton Administration and Republicans in Congress have finally agreed on the details of a plan to balance the budget in five years. The plan will make big cuts to Medicare and Medicaid, and offer tax relief for post-secondary education. Most Republicans are pleased with the agreement, but Congressional Democrats are angry they were excluded from yesterday's final round of negotiations.
