Jacky Rowland reports from Kosovo that, as diplomats talked peace, the killing continued in the Serbian province. Serb police killed more than 20 ethnic Albanians in the western town of Rogovo. Serb authorities say the dead men were fighters of the Kosovo Liberation Army. Western monitors say most of the victims were wearing civilian clothes, although they seemed to be armed.
