NPR's Sylvia Poggioli reports from Pristina on the tensions leading up to today's clashes between Serbian forces and ethnic Albanian separatists in Yugoslavia's Kosovo province. Negotiations on a political settlement are stalemated. The Kosovo Liberation Army, after being routed in a Serbian offensive this summer, has re-armed and re-grouped under a tighter command structure. And despite a ceasefire brokered by US envoy Richard Holbrooke, the Yugoslav government has been sending columns of tanks back into the province.
