NPR's Patricia Neighmond reports on the patient bill of rights proposed by President Clinton's commission on health care quality. The commission was established in response to growing concerns over HMOs and other forms of managed care. It recommends that health plans guarantee access to specialists, and provide complete information about costs and quality, among other things. But the plan may not gain enough support in Congress.
