President Clinton urged Congress today to impose a patient's "bill of rights" on the health care system. The president says patients need protection if they are unreasonably denied treatment by cost-conscious managed-care health plans. Mr. Clinton is calling on Congress to implement recommendations from a presidential advisory committee which included consumer advocates and insurance company representatives. NPR's Mara Liasson reports.
