Joe Smith reports from Cleveland on the failed negotiations for a settlement in the city's 24-year-old school desegregation case. Ohio and Cleveland school officials argue they've done enough over the past two decades to desegregate schools. But the NAACP and other advocates say black students are still being hampered by racial inbalances at school.
