Clinton At U.N.

NPR's Ann Cooper reports from the United Nations that President Clinton and UN Secretary General Kofi Annan opened this fall's General Assembly meeting with an optimistic assessment of the UN's role in shaping the events of the 21st century. But their visionary rhetoric about the UN's future was tempered by more mundane questions about today's continuing US debts to the UN, and Washington's insistence on major structural reforms of the international organization as a condition to pay up its arrears dues.
