NPR's Margot Adler reports that the Justice Department will investigate possible civil rights violations in the case of Haitian immigrant Abner Louima, who was allegedly beaten and tortured while in police custody. New York City Police Commissioner Howard Safir announced earlier that two other officers had been arrested in connection with the case, bringing the total to four.
